Sarasota, FL — In the late evening hours of Monday, April 28, 2025, the Sarasota Police Department responded to a call regarding an individual experiencing a mental health crisis on the Ringling Bridge. Upon arrival, officers discovered the individual had secured a rope and chain around his neck and was standing on the outside of the bridge railing.
Over the course of several hours, members of the Sarasota Police Department’s Crisis Negotiation Team worked diligently to communicate with the individual, offering support and attempting to safely de-escalate the situation.

In the early morning hours of April 29, Sergeant Frangioni, alongside Officers Roberts, Lynn, and Bruno, continued efforts to engage the individual. When a critical opportunity presented itself, Sergeant Frangioni quickly acted—reaching out and grabbing the individual, while the assisting officers pulled him back over the railing to safety.
“This incident highlights the importance of continued training and preparation for crisis intervention, as well as the strength of human connection and compassion,” said Chief Rex Troche. “Our officers are committed to protecting lives—not just through enforcement, but through understanding and support.”
