I saw the arrest of Arthur McCaffrey the other day on four counts of child neglect.  I was not sure of the specifics and got distracted with some other issues.  Then today his name showed up on the arrest report again for sexual assault, false imprisonment and fraud.  So, it peaked my interest and I decided to pull the Probable Cause Affidavit.  Unfortunately, the PCA does not contain information on yesterday’s arrest, but it provides some insight into the arrest earlier in the week.

It is alleged that Arthur refused to allow the defendant and her children to leave their home.  According to the PCA, Arthur took possession of their passports and other documents, so that they could not leave.  I read something about the Philippines and I suspect that the victim immigrated to the US and this may have factored into her concerns, after Arthur allegedly took control of the passports and birth certificates.

Additionally, it is alleged that Arthur would not allow the children to attend school.  They were home schooled, but the victim felt that the support system was not in place and wanted the kids to attend a public school, alleging that Arthur would not allow it.  Arthur stated that he did not want the kids in school because of disease running rampant and mass shootings.

Officers were called to go out to the home and during the interview process, they did note cameras throughout the interior of the home.  The defendant confirmed with the officer that the cameras were in place to control and monitor their every move.  The victim stated that Arthur used fear to prevent her from leaving home, even on foot.

The defendant came across Arthur when he ran an ad on Craig’s List, offering a room for rent. The ad required the woman to be a certain age, be a “C” cup and weigh between 110-130 pounds.  Not sure why the any female would respond to an ad from a mail, for a roommate with these requirements……

According to the PCA the kids were not brought to a pediatrician on a regular basis and he allegedly would not buy formula, which I am assuming was needed for an infant.  The PCA noted that the defendant failed to provide the children with the care needed to maintain their physical and mental health.  It is not clear to me if one or all the children are related to Arthur………  There is more detailed information within the PCA, which you can view by clicking — >>> here.
