Sarasota man arrested and charged with 71 counts of defrauding homeowners

Arrested: Justin Hoover, the owner of J & J Screens, defrauded at least 38 citizens of Sarasota County whose homes were damaged by Hurricane Ian. He was an unlicensed contractor committing to various jobs, from building new sheds to repairing and building new carports and roofs. The total money stolen was over $100,000 — all down payments for jobs that were never started. Throughout the investigation, 39 warrants were sought, totaling 71 charges, including a 1st-degree felony for Scheme to Defraud in excess of $50,000. Hoover was arrested in Sarasota County on 2/13.
