City of North Port Commission accepts unsolicited P3 Detailed Proposal for Warm Mineral Springs Park

The North Port City Commission on Tuesday reviewed and accepted the P3 Detailed Proposal for Warm Mineral Springs Park which was submitted by Warm Mineral Springs (WMS) Development Group, LLC. The Commission made the preliminary determination that the proposal is for a facility or project that serves a public purpose and meets the definition of a “qualifying project” in Florida Statutes Section 255.065(1)(i).

 

The City Commission had initially accepted WMS Development Group’s unsolicited P3 conceptual proposal presented at the Sept. 12, 2022, Commission Special Meeting. Following that meeting, City Manager Jerome Fletcher requested a detailed proposal after the preliminary assessment of the conceptual proposal per Section § 2-420(b)(6) of the City Code found that the project proposal offered advantages over traditional models (such as lower cost, shorter schedule, increased investment, etc.) and was reasonably likely to satisfy the criteria established by the P3 statute.

 

The next step is for the City Manager to analyze whether to further pursue the detailed proposal under the P3 procurement process outlined in City Code 2-420(c)(1). The City is required to notify the submitter of decision to reject or accept proposal for competitive review within 120 business days of receipt of the proposal.
