In April 2019, the City Commission approved the adoption of a phased Master Plan for Warm Mineral Springs Park. This conceptual plan includes recommendations for future services and amenities. The design and engineering plans for the first phase of the Master Plan is estimated to be complete in the Spring of 2021. At this time, funding for the construction of this project phase has not been approved. Per Commission direction, staff are in the process of exploring options for potential funding sources without the use of property taxes, a.k.a. ad valorem taxes. This includes actively applying for historical preservation grants and utilizing the current park profits, which were just over $2 million as of January 31, 2021 . To date, no ad valorem tax monies have been spent on this project.
